A clip from the Chicago Tribune spoke volumes in its headline and subhead: "US jail population jumps by 9 percent; Drop in crime rate has no corresponding drop in incarceration."
Commenting on our emerging police state, Franklin Zimring of the Earl Warren Legal Institute at the University of California/Berke- ley said, "The astonishing thing with the rates of incarceration in the
United States is that they've been going up for 20 years, defying the laws of gravity."
