Mickey Squires, a Daddy-bear law enforcement officer who, out of uniform, looks like Rodin's nude studies of a full-bellied Balzac, is investigating a rash of incidents where cops are supposed to have extracted sexual favors
from civilians in exchange for leniency on citations. As he discusses the situation with Rob Jones in a bar, we're shown illustrative vignettes. Standouts among the five uneven sex scenes are Squires's uniform-fetishist opening solo,
and Patrolman Joe Kent's shakedown of David Edge, whom he's caught improperly disposing of trash. When Squires slaps his balls on the edge of a bathroom sink as he masturbates, or Kent licks Edge's toes as he fucks him,
