Among the sobering stats about America's prisonmania kept by the Coalition for Federal Sentencing Reform: number of prisons built from 1900 to 1980, 41-- number built from 1980 to 1995, 38;
the percentage of prisoners in 1994 sentenced for non-violent crime, 92; average length of sentence served by prisoners with nonviolent records, no involvement in sophisticated criminal activity and no prior jail time, 5.75 years.
