Handsome, fortyish businessman Rob Lance has sex exclusively with cops. One man in blue Lance finds especially arresting is Officer Sean Mulligan (Mark Slade), whose huge pink truncheon of a cock we see him sucking in tight close-up as Cuffed! begins. Mulligan, in turn, has a crush on Lance's collegiate son (Tommy Lord). As a good friend and doting father, Lance arranges a weekend out of town, during which Officer Mulligan is supposed to keep tabs on Junior, left home alone for the first time.

On two successive evenings, Lord invites closeted buddies Ben Damon and Jeff White over for beer, pizza, Monopoly, Scrabble, and (he hopes) sex. When Lord reveals that his father is a gay man with a cop fetish, his friends tell him separately about other friends' encounters with officers of the law. (Actually, these boys, whose code term for gay arousal is "feeling weird," are talking about themselves.) Each evening, Officer Mulligan shows up at an inopportune moment-- before Lord can have sex with Damon, and just as he completes his sexual initiation with Jeff White. Slow to catch on, Lord is annoyed. Eventually, however, on a date set up by Lance, Lord and Slade make love in a jail cell filled with pots of roses.

Mark Slade, plucked from straight porn by Studio 2000 and promoted intensively through several appearances in gay male videos, is at last beginning to earn his own publicity. He now can handle man-to-man sex as if it interests him. His acting has improved within a narrow range encompassing deadpan humor and sultry romanticism. But the real stellar presence here is Tommy Lord, whose body is unintimidatingly delectable, whose face is full of warmth and intelligence, and who beams all over when he's having sex. When Lord straddles Slade and bounces up and down on his dick, he's literally riding high.
