Responding to New York Times column in which it was noted that the Bush administration does not plan to include minors in its medical privacy legislation, Kate Michelman, president of the National Abortion and
Reproductive Rights Action League, wrote: "President Bush may be the privacy president in William Safire's eye (column, April 19), but he is not when it comes to the medical records of minors. ...Every major medical group agrees
that confidentiality is essential for minors seeking sensitive medical services. Many minors will avoid or delay seeking treatment if they feel their privacy will be compromised. This is true for mental health, substance abuse,
sexually transmitted diseases and reproductive services. Undoubtedly, the president was throwing a bone to conservatives. But all he has done is jeopardize the health of minors who, fearing for their privacy, may not seek needed
medical treatment at all."
