President Bush has proposed $135 million for abstinence-only programs in the budget he sent to Congress this month-- a $33 million increase over this year. Sexual abstinence
programs bar discussion of birth control or condoms as effective ways to prevent pregnancy and STDs.
When asked why the administration would want to increase spending for abstinence-only programs, given the lack of scientific data supporting their efficacy, Health and Human
Services (HHS) Secretary Tommy Thompson noted that they are very popular with many of his Republican colleagues.
